On 28th March, Japan Climate Leaders’ Partnership released a recommendation paper, advocating for the implementation of carbon pricing; decarbonization of the power sector via the acceleration of renewable energy implementation; and early coal phaseout. The paper also supported renewable energy legislation, setting a goal of 100% zero-emissions vehicles in new passenger car sales by 2035, and setting ambitious goals for decarbonizing heavy-duty vehicles in Japan.

​​During the Resources and Fuels subcommittee hosted by Japanese METI on 22nd of February, The Federation of Electric Power Companies of Japan demanded the extended role and stable supply of coal in Japan instead of LNG, amid the risk of energy security of LNG and stable supply of electricity.

Federation of Power Companies of Japan expresses mixed position on carbon pricing and energy mix

During its regular press conference in February 17th, the chairman of Federation of Electric Power Corporations (FEPC), Ikebe, appeared to support carbon pricing in Japan, with the exception that it should not impede the promotion of electrification. He also expressed broad support on carbon neutrality, however, it is unclear if the position is aligned with IPCC advice.

Toyota stresses concerns around battery electric vehicles to push for long-term role of internal combustion engine-powered hybrids

In a January 31st press release, the Vice President of Toyota Australia emphasized concerns around battery electric vehicle expansion in Australia to instead promote the role of hybrid internal-combustion engine powered vehicles, noting that “that's why it's just too early - and too risky for the environment and for our customers - to put all our eggs in the electric-vehicle basket”. Additionally, in a speech at the World Economic Forum in January, reported by Automotive News, Toyota’s Chief Scientist, Gill Pratt, continued to advocate for a longer-term role for internal combustion engine-powered hybrids over battery electric vehicles, stating that “the best answer is actually a mix of different vehicle types” while stressing concerns around lithium supplies.

Central Japan Economic Federation expresses mixed positions on Japan’s Green Transformation roadmap

In January 23rd, Central Japan Economic Federation (CJEF) has submitted a position paper to the Japanese Cabinet Secretariat’s public comment on the Green Transformation roadmap, generally supporting the renewable energy legislation including feed-in tariffs. It also supports emissions tradings but emphasizes that it should be flexible. CJEF expressed mixed support on carbon pricing, stating that a carbon price should not affect the competitiveness of the sector. CJEF also supported maintenance of a high greenhouse gas emissions energy mix in the power sector and transport, while supporting government support for decarbonizing the steel sector. Further, the association supported energy transitions in Asian countries, while emphasizing that each countries’ situation (such as fossil fuel dependency) should carefully be considered.

JPMorgan supports Japanese ESG labelling rules

On January 20th, the Japan Association of Corporate Executives (Keizai Doyukai) published on its website its public comments on the Japanese government’s Green Transformation (GX) Basic Policy and Roadmap, supporting the increased use of nuclear power and renewable energy, with some ambiguity on the extent of their deployment. It also appeared to show mixed support for the GX Roadmap and its “Growth-Oriented Carbon Pricing” concept, as well as emissions trading. It appeared to not support a carbon tax, instead supporting a carbon consumption tax on consumers.

Japan Iron and Steel Federation advocates for green power and hydrogen infrastructure

As reported by the Japan Metal Bulletin, at a round-table meeting with the steel industry hosted by the Minister of Economy Trade, and Industry on January 13th, the chairman of the Japan Iron and Steel Federation requested government support for decarbonization investments and green power and hydrogen infrastructure, but did not specify a position on decarbonizing hydrogen.

Japanese Iron and Steel Federation states mixed positions on carbon pricing and steel decarbonization in Japan

At a hearing of the Japanese Ministry of Economy, Trade, and Industry (METI)’s Iron and Steel Working Group on 16th February, the Japan Iron and Steel Federation (JISF) appeared to support the Japanese government’s ‘growth-oriented carbon pricing’ scheme, with conditions including a phased introduction and investment in technological development. Meanwhile, it emphasized that the carbon tax and emissions trading system proposed in previous discussions on carbon pricing would have deprived industries of resources for technological development. It also supported expanded roles for electric furnaces and hydrogen in steelmaking, without specifying a position on the decarbonization of hydrogen.

As reported by Nikkei Asia on January 6, at a press briefing, Panasonic’s group chief technology officer advocated for the increased development of hydrogen power in Japan, but did not specify a position on decarbonizing hydrogen production.
